Handcuffs aren't made of solid seastone. Just think about it, it's rock, it wouldn't make sense. You would only need a little bit on the inside of the cuffs.
Ships are expensive even in the real world, and so they get a lot of resources put into them. Especially because they're the only way in One Piece to transport things across any distance, so their economic value is huge.
When you look at that, you can see how seastone bullets are hugely wasteful. Sure, you probably get some military-minded officials like you who grumble over what they could do with a few bullets, but the government is run by civilian celestials and they will be making decisions with long-term economics in mind.
Plus, as was noted before, the group of elite snipers you mentioned would have haki anyway, as would any new world official, so the main audience for seastone bullets would be incompetent, paranoid Marine flunkie captains in Paradise like Spandam who would waste the whole lot in a few months, and I doubt it's a very enticing prospect to appease them.
