Goku was far stronger when he fought freezer. We don't know how close they were when they fought the androids, because Goku was dying. During the Cell Saga Goku became MUCH stronger again. It was the principle behind leveling up base SSJ instead of powering up in the Cell saga, and during the Buu saga, Vegeta held off Kid Buu in his untransformed state.
