Honestly I'm a very optimistic guy. If you want a thread asking for something so blunt as "what's your favorite anime, anon-kun?" I wouldn't consider it a rec thread. It's a shame that some f/a/gs are so uptight about that stuff.
Maybe the OP is making that thread as a ruse to get recommendations. Probably true, but I'd wager most people that would click on that thread are going in to discuss what they think makes an anime great, and giving their favorite as an example.
Even beyond that, I don't blame people for at least trying. Sure, you can take your anime recommendations thread to another board, but the recommendations there are going to be so monotonous and coming from unseasoned anime viewers in comparison to somewhere like /a/. And where else is a person to get a truly passionate and unfiltered opinion due to anonymity other than 4chan?

Honestly, it's always hard to remember a 10/10 episode from series that I saw a long time ago, but certainly the first episode of Boku Dage ga Inai Machi was very 10/10 in terms of a first episode. It did everything a first episode should do, and it did it flawlessly.
