Not his fault. As a villain, he was far more interesting than any movie villain before him. Honestly, I'd push him beyond Cell and Buu, simply because he had more personal build up that was entirely independent of every other character in the series, rather than simply being the next big bad guy. Even better, Goku doesn't win for once. Hard to dislike one of the only villains in the series since DB to have more character outside of "I'm bad."

As far as nobody liking them? Chi Chi is one of those easy picks. Even as a kid, she was just annoying. Having Goku end up with her was just stupid, as she has no redeeming qualities until much later, when it turns out she actually is a good mother. Feel like that's just a crowd pleasing answer, though.
