He's not so much nicer as just less asshole-ish and murderous, since without his memories he's basically just an intelligence agent who's very loyal to the NOL.
For example, he will try to avoid fights and say that he's not so great at fighting, which is true, since he gets his fighting ability from his link with Terumi.
Some people are speculating that Hazama's got his own plan for something, because Nine says that his wish, which isn't revealed, is very "interesting" and that she'll even help him achieve it.
Plus, at the end of Terumi's story mode, Hazama gets his memories back via the Cauldron and actually snarks back at Terumi about how the previous fusion with Kazuma didn't go so well, which means that Hazama might not want to keep on working with Terumi.
