The problem is it was done so poorly it failed to immedately register as a replay. These things are usually accompanied by a sound or visual effect to make it more impactful. Here they had nothing at all, like it was just a normal continuation of the scene.

The bio dome beneath the palace the emperor resides in is a full blown research lab with all manners of the old world technology , gizmos and the command center for the kill sats which is probably one of the big reasons the emperor is not really too worried about being invaded by mongols or other plebs ,one of the more interesting technology possessed by the emperor is the ability to enter fold space/warp and one can navigate this crack between the dimensions as long as there is a beacon for the user to reference in their location ala Wh40k astromonicon. this phenomenon is already shown in the anime. in ep8 when haku met the empeor he went from the streets of yamato into the "fog" with the twins into a cave and then somehow right into the empeor's garden in mere minutes. The twins have the ability to open a gate into this subspace for quick travel and act as a nav beacon, their mother can do the same; which is what normally happens every time haku goes to see the emperor- twins open a gateway while their mother acts as the beacon while next to the emperor allowing the twins to bring haku to him in minutes. The twins can take people with them into the subspace but should the individuals they take stray too far from the twin's vicinity they will get stranded/lost forever in not!warp.
i m not even making this shit up, the sudden radical techs they introduce in uta 2 is just as bad as when they brought in nano machines in Uta1

Gives the generals something to do and also keeps the kill sats in reserve. No point in overplaying your hand. The amount of autonomy he gives his generals makes a lot of sense now that I know about the warp thing, cause he probably warps ahead a years at a time so his underlings would have to be able to run the empire without him there at all times.

Hakuoro was a very easygoing person. He had some existential angst early on and took his responsibilities very seriously, but he was a very approachable and kind person. Always felt awkward about people calling him emperor and preferred an informal setting that let him meet with people on equal standing.

Both Haku and Hakuoro are pretty easy-going, the only difference is that Hakuoro had to become involved much more deeply due to the incompetence and belligerence of the local ruler.
Whereas Haku has assertive Kuon and finds himself in a relatively well-run empire that is mostly friendly to him. There's no need for him to change immediately, unlike with Hakuoro whom is fighting for his life at the start.

i don't know about the time wrap thing, the game made it seems more like it just dramatically shortened the distance between point A and B. The emperor tells haku that his long life span comes from the genome mod he gave to himself and haku before the world wide jellofication. He has tweaked and further experiment on himself through out the ages with various degreee of success though he tells haku that the latest perfected revision on the human genome package can be applied to haku whenever he is ready or wants it and that it can make haku live far longer than even the emperor himself. His plan is basically for haku to succeed him as the emperor and even if haku does not want to rule he is ok with haku helping anju and her descendants for the foreseeable centuries since haku will now be in charge of all the old earth tech possessed by yamato .
