She is strong. Ochako and Frog lack offensive moves. Frog is competent because she has a good head on her shoulders, she should prioritize escape. Ochako is not going to do wonders because she learned martial arts for a weak, she and Aoyama are the worst among those who passed.

Ochako's combat training seems to help her focus for fighting in close quarters, but yeah, that should play a supporting role in relation to her quirk which she wasn't able to utilize effectively in the match against No. 12 (and the match up was made with the intent that her quirk could have been more effective in helping them escape or cuff No. 12). As she showed in her fight against Bakugou, her quirk can be used offensively, however it's quite situational. If she wants to get a decisive hit in, she needs to improve her quirk.
Tsuyu doesn't lack offensive moves, though. She can apparently hit hard with her tongue and even carry someone with it. Her quirk is an all-rounder. What she's missing is a decisive, finishing move.

Just because they have strong quirk doesn't mean they could win, if she is as experienced as you think I highly doubt she would lose to kacchan or todo unless they all work together. and it doesn't matter how strong the abilities are but how you use them just like in OP.
