A giant cross was dropped on him during the Ice Boats arc. Somehow despite the pool of blood spreading from the point of impact, Touma emerged just fine about a minute later and punched the villain.
That might have made more sense in the books, but in the anime, that was just weird. Either it was just an adaptation error or Touma can somehow survive being crushed.

Real reason is that Touma deals with the supernatural shit and no one ever expects to deal with IB since it hasn't even been a year since Touma involved himself in the magic side through Index. They can't get guns unless it's directly relevant to their magic through that magic/science treaty and no magician is ever going to admit that they should rely on a piece of technology over their own powers. This is why they pick new names, it is to show their dedication to their magical arts. Same applies to the espers, anyone that's not level 0 or 1 have been trained in their powers, they have even less reason to get a gun.
On the other hand, as we are shown with Hamazura, the people without power are not above using guns, assuming they can get one. Hell, Touma was shot once by Hamazura and once by Anti-Skill, saying no one ever just shoot him is wrong, as they have, and it worked. However, in cases where the enemy has used guns and Touma wasn't hit, it was because he used fucking cover. So, stop saying shit the only reason is plot armor when Touma has demonstrated the number one tactics used against armed with guns and he doesn't aka running the fuck away &/or taking cover.

The dark side doesn't care if it's illegal, but the problem is that guns are usually utterly uselss against other dark side groups and a bad idea against Anti-Skill since they have access to bigger guns. Only people that would use a gun are if their esper powers has zero offensive capabilities as shown with Girl in Dress and blind spot teleporter, which are actually a rarity in AC, or if they're powerless like Skill-Out. Not to mention, getting a gun for the sole purpose against a single person under the assumption he will be the one to stop you instead of some other esper is nigh paranoia. As we seen in battle royale, it's not Touma that always ends up stopping them. Shooting at Accelerator is a very bad idea.
