the BD of Dandy, Space Dandy
Controversial Tier:
Ping Pong the Animation
Ghost in the Shell/Innocence, Patlabor/2, Akira, Jin Roh, Do you remember love, The Animatrix.
Nothing beats 90s OVA's.

You mean blatantly wrong. I like the anime, or rather the manga even more, but the animation is just completely shoddy at times and completely lazy. The entire thing was stretched for time, as it was predicted by Yuasa and there's some awful quality moments. And no I don't mean the fucking artstyle or inbetweens.
that one gundam thing with the gif that i forgot to save, probably. i think it was an ova or a movie

Don't forget Vampire hunter D: Bloodlust.

It is objectively speaking, Akira.
Sure a lot of movies/shows/OVA's have excellent cuts in them.
But overall, start to finish, there isn't a single anime better animated than Akira.
