They know it's for usefulness for research, it's just the keikaku that isn't public knowledge (and for obvious reasons).
Accelerator and Kakine are on a whole nother level, which is why accel is the main piece and kakine is the backup. The only one that could probably challenge them is the #7, but it's not clear just how powerful he'd be if he follows ollerus' advice.
