No it's not. Koya goes in depth with the visual novel or Bishoujo games industry, it's Meta show to the core. Saekano on the other hand is just your typical harem romcom LN. If you want to compare, Koya is like the manga Bakuman. If you'd read the VN trial and some interviews, you'd see that it's almost nothing like Saekano. I'll even tell you the details.
Saekano is a show about girls with a doujinshi creation at its background. The focus in put on the girls, their relationships with Tomoya and past things that happened between them. When it depicts doujinshi creation, it's all idealistic and self-congratulatory.
Shoukomeza is about VN creation first and foremost. The latter parts (which the anime won't cover) will have plenty of drama surrounded with VN creation, which you can see in the "coming soon" segment at the end of the trial. The trial itself is all about Sayuki gathering people to make the game with.
If you want to say Romeo ripped-off Saekano, at least use Otaku Masshigura, that's like a Saekano rip-off with cosplay instead of doujinshi. Romeo wrote in it 2006 (lot of foresight on his part).
I don't like the MC, it gives me Hayama vibes.

Just got done watching and no, it isn't a rip off if it does everything worse. Less fan service, less story, less interesting characters, less interesting MC, less animation, less colors and worse writing.
I guess some people would say that writing and story are the same thing, but I disagree here. In Saekano, the girls were well rounded in their likes and dislikes while taking actions to further their own means without the MC being involved. That is an example of good writing, but the story is the ultimate goal that pools these characters towards their ambitions, which Saekano did better. In Saekano, each girl was an opponent to be won over by MC-kun, in Shoujo-tachi the cast feels like same minded goal pursing people, who magically found each other and everything was honkey dory.
The tension should come from conflicting views and goals which Saekano did amazingly at. In Shoujo-tachi, I can already foresee the forced DRAMA signs creeping up on the series that runs rampant in other shitty harems.

・オーディションはゲームとアニメ合わせて行った。結構な人数。
