Usually it's something like a disc or something that is "sharp." Freeza's finger blast is like this. So this laser was like freeza's finger blast. Goku doesn't have to lower his power level. He just wasn't paying attention to his surroundings where someone would blast him with that. It's the same as a destructo disc. Even if Goku is god level, the disc could still cut him.
The only exceptions to these "sharp" blasts are when a person is so powerful and aware of the incoming "sharp" blast that he concentrates his ki so it doesn't affect him. A perfect example is Goku concentrating his ki onto his finger so Trunks' sword didn't cut him.
TBF, even the fags arguing against you are somehow coming up with some bullshit excuses with power levels. They're just as wrong.

He's never been able to keep consistency. I remember there was an episode of Dragonball that was post training with Master Roshi, post World Martial Arts Tournament where some kid pickpocketed Goku and was somehow able to outrun him.
