To me, a Yajima/Hato relationship, should it happen, is as its base also a "wishful thinking" kind of pairing, just like Madarame/Saki was said to be back then. Back during G1, it was a somewhat bitter pill to swallow, when Madarame got shot down, but it was accepted because of muh reality check "of course it wouldn't happen" kind of explanations.
Now with Yajima/Hato, the author may go for a pair-up that's just as "unrealistic" as Madarame/Saki was. What's galling, is that now Kiyo makes the effort to pave the road for it, when back then in G1, we got cockblocked with characters I liked a lot more. It doesn't help that Spotted Flower shows that exploring such a relationship and the hijinks that would have happened on the way to it, could have been every bit as entertaining, if not more so, than what we get now.

Hato chapters are literally always some of the most cringeworthy in the series.

Because It's just my speculation. Maybe it isn't what Shimoku is planning. Maybe Madarame realizes the reason why he likes Hato the best is because he's not a woman, so he doesn't frighten him as much and so feels comfortable with him instead of stuttery and nervous.
