For teachers, it allows them to use the classroom as their personal base of operations which has several advantages.

For students, it avoids the problem of being stuck in a class where you can't make friends (or conversely, where you have too many friends and can't properly concentrate) so you don't end up with the common Japanese situation of being bullied into suicide by your malicious classmates. It also encourages diversified socialization which is a highly valuable skill.

In America the main reason for taking classes in different classrooms in High School is because different students have different class choices (like taking French or Spanish) depending on what they intend to study later. My theory is that we traditionally have dirtier houses so it was acceptable to keep shoes on for that sake.
Alternatively it symbolizes that you feel comfortable in the house which for short visits by people you don't know is awkward.
It's not a big deal if you keep shoes on, but if you're there for a long time they'll usually tell you where to put your shoes since it's assumed you'll take them off.

Me and many of my first/second generation immigrant friends always always always take our shoes off when entering our house or someone else's.

But for the longtime Canadians they won't do it

Just recently my housemate's family came over to visit, they've been in Canada for like 4 generations
None of them, not her parents nor her sisters took off their boots when they came into our house, and it's even worse since the bottom floor is completely carpeted.
