I think you'll find that although Eva came out last, Anno's mastery is an universal constant and has been around since the dawn of time. So the General Zapped an Angel actually plagerised Anno without knowing and it only became obvious when Anno's mastery decided to take a physical form to give us the gift of NGE and EoE.
