During the plot of the original game he's one step away from surpassing Benawi at one point as they're sparring, and they note he's getting stronger all the time. If he keeps training he'll eventually be a real monster.
In fact the only reason they know Kagura is strong is because she was able to match and tie with Oboro in battle during the brief contest they had when they got way too heated and their fire spirits started burning down the building as they went all out.
Benawi says that this girl is strong, because she was able to match Oboro. They use Oboro as a measuring device of people being pretty strong.
Oboro is pretty damn strong; he's also definitely no Batman, since Batman is smart, and in no way is Oboro smart.
Yuzuha is the outlier of their race so far, since we don't have any real measure of her strength since she was born sick. If she was born normally, she might be decent.

It'll be like a combination of when Hakuro was claiming the land of Tuskur in the first game, and that chapter when they were waging war against bunny Hitler.
You'll fight all of the old legends like Kurou and Oboro one at a time on the way to the palace. Just like you kept fighting Benawi and Kurou on the way to claim Tuskur's capital. Haku will have to create crazy strategies each time in order to have a chance. However the old legends will realize he's not really evil along the way as well, which is why they sort of let him pass eventually at times perhaps. Shit happens either way; Kuon will probably be joined by Benawi and Oboro during the final confrontation there.
Aruru is an easy one, all you need to do is throw her and the tiger into water. Then while Kagura is rescuing them both, you run on ahead.

Haku has to carry on Emperor's will and save humanity eventually; not to mention the coutnry is still in strife, and you need something to unify them, like a common enemy like war. Sometimes you need a selling point in order to keep people going, and rally them together.
The future of humanity is within Tuskur, and the people of Yamato are already invested in this war. Haku will have to keep it going, even though he ironically doesn't realize why this might be a bad idea later on.
The people of Yamato are lost at the moment, but they still understand that the Emperor's last will and last rights are found in Tuskur, they need to keep up the war in his name, since they all love that guy.
