To my knowledge the Christmas Cake phenomenon is dying out and being replaced by New Years Noodles (Christmas Cake, but 31 instead of 25). That more matches the Western perception of a woman being undatable after 31.

It's a half-serious joke thing. Sort of like young adult males have half a dozen derogatory terms associated with their age group, christmas cake is just another way of calling attention to the fact that a person has entered or progressed through adulthood without fulfilling the social obligations expected of adults, like starting your own independent, financially secure life and starting a family.
The 'christmas cake' is a whip in the same way that a 'freeter' is.
