It's underrated because a lot of people who liked Gunbuster were upset it's different, and a lot of people who would've liked Diebuster didn't like Gunbuster so they never got around to watching it.

I like Diebuster a lot. Watched it right after Gunbuster. Both were incredibly different, but I feel like they should really be watched together to fully appreciate them both.

Because as mentioned before, it isn't what people thought when they thought "Gunbuster 2".
However that's the reason WHY it's so great in my opinion. It's a show that contrasts modern vs. classic Gainax. The plot is also well done in the sense that you don't think it's Gunbuster 2then hits you over the head with HEY ASSHOLE WE'RE SUPPOSED TO PROTECT EARTH SO NORIKO HAS A HOME TO COME BACK TO REMEMBER?!which makes the ending feel that much more powerful.
So while I do feel you can watch Gunbuster by itself, Diebuster adds to the original in a way that is truly unique. They are like two sides of the same coin.
