When summoned by the planet, they're allowed to keep their memories, but when summoned as a Servant, what's being summoned is actually just a copy thrown into a container. Heroic Spirits in the Throne don't get to retain memories of the summoned Servants. Instead, they're only given "records" of their summonings, like books. So the only memories that Archer has in the Throne are of his summonings to the world where he's forced to kill people, and any actions taken by the Servant summoned for the Grail War would only just be a book that says that he did those things, despite him having no recollection of it.
That's why the answer Archer arrived at at the end of UBW was only for that one summoning. It won't give peace to the actual Archer in the Throne. So even if Archer does what you're suggesting, he wouldn't be able to remember any of it.

You're really looking down on Saber if you think she'd go along with someone who keeps trashing her beliefs and ideals the way he does with nothing to show for it. Archer convincing Saber that her wish is wrong would be a hypocrisy considering that he's more or less trying to do the same thing. You can't have a relationship with Saber without first convincing her that her desire for a redo of the Selection of the Sword is wrong and that she should be satisfied with her life. And Archer is in no position to do that because he's the one who's saying that his whole life was wrong and he's trying to kill his past self in the vain hope that it might cause a big enough paradox to erase himself from existence or, considering the extremely low likelihood of such a thing happening, for the catharsis factor.
