I'm oversimplifying it a bit, but here's the jist: Accelerator's power is vector manipulation. A vector is a mathematical object used to represent a quantity with both a magnitude and a direction, such as velocity (5 meters per second to the left -- 5m/s is the magnitude, to the LEFT is its direction).
Electric Fields are represented by vector fields, so logically Accelerator could manipulate them (pic related, it's the electric field of point charges).
Problem is, you can create certain electric field configurations that require a more a complicated mathematical object to explain, known as a tensor. A tensor is an array of matrices. Since it's not explicitly said that Accelerator can control tensors, the post assumes that Accelerator could be "hit" by certain Electric Field configurations.
Also, not all Electric Fields can be manipulated. Certain Electric Field configurations are simply impossible to change. That last anon says it's possible to make a different electric field that, regardless of how the "math" (vectors) is changed, the field (the physics) would remain the same -- that is to say, the field cannot be changed unless Accelerator can control Electromagnetism itself, not just the mathematical objects use to write it down on paper (vectors and vector fields).
