Black Haki came so out of nowhere people thought it was unique to Luffy because he was made of rubber and the whole vulcanization deal. I think the only time it was even referenced was that same time when Luffy added Hardening or whatever to his attack name. Before the timeskip Haki was rare so the whole deal wasnt a real problem but now pretty much every major player has it so you cant be padding fights just to tell everyone you are using Haki all the time.

Blackbeards is likely much higher than Shanks, because where as Shanks seems to have his single crew, prolly just wanders the line around Raftel, keeping the balance, or whatever, Blackbeard has his fleet divisions.
They are constantly getting involved, causing destruction. he is taking down high profile targets. That kind of activity is what can exceed even being an omnipotent buff boi.
Plus, in the vein that Robin's bounty was high cause of her reading abilities or Ace's high cause of his bloodline, BB having two DFs, something unheard of, definitely puts him way over the edge as a higher bounty target.

To compare, its like Mega Man X. Luffy is X. Shanks is Zero. Zero/Shanks represents the summit, how strong X/Luffy can be. The journey as X/Luffy growing stronger with each challenge,a scending higher until he nears that summit.
Then the bad guy defeats Shanks/Zero, kicking him off the summit. And there's a clear final challenge for our hero to overcome.

It would be incredibly cheesy if he lives to the end. It's probably what Oda truly wants but it would hard to stomach that he just floated around being the current strongest crew for literally no reason other than to watch luffy become pirate king with no threats or suffering or anything other than that one time he lost his arm.
