In GoPri Yuu Shimamura and Hibiku Yamamura are up-and coming (Miyukichi was already popular / a veteran)

I really don't know. The only one I can immediately think who fits that bill is KitaEri. People seem to forget that Miki-tan was one of her earliest roles.

It makes me sad that Yuuko's VA has not gotten any new roles. Her voice is soothing and calming and her tone is very distinctive.

Honestly, I wouldn't have heard of her if not for Maho Girls.
The only "new" seiyuu who is apparently becoming a mainstay is whoever it was who voiced Chiyo in Nozaki-kun. I think she's Sakura-something but I can't remember and I don't care enough to search for her proper name. People also seem to dislike her quite a bit as her new found success gives a "fabricated" vibe where the suits are pushing her as the next big thing.

In recent years Smile and HaCha have had the most all-start casts. In Doki only Makoto was big newbie too so you could consider it mostly big names too.
GoPri was really disappointing VA-names wise, specially with Nao Toyama voicing a fairy of all things.

So I tried looking around a bit and for Yukana (Cure White) it was one of her early roles as well. At least before C.C. Same for Hisako Kanemoto (Cure Peace). And Rumi Okubo (Cure Muse).
I call Rie Takahashi up-and-coming because she debuted recently and in one season had ~3 main roles, remarkable for a newbie.
