There is a historical reason.
At one point Japan imported Confucianism, and none effect is they started following the belief that merchants are the lowest tier workers in society, below even serfs.
This was fine. But after Japan was unified war stopped and merchants started trading without restrictions. And since the class structure doesn't actually prevent merchants from earning money, they just kept getting richer while Samurai get poorer from a lack of war loot or promotions.
The class structure actually prevented merchants from dressing in fancy clothes or living in fancy large houses. But food was unrestricted so rich merchants started throwing their wealth into eating really, really expensive food, leading to a boom in chefs and resturants. This is where Kyoto's binge-eating food culture came from.
