They don't. However they have enough influence over society that they can totally freeze up the police and hold them hostage when a wolf class monster is fucking shit up.
Hero Association also has enough influence that they got permission from whatever overarching power they use to have Metal Knight totally rebuild City A into their own personal fortress and build a bunch of Demon class robots to defend it.
They are clearly influential and if a city is totally clear and evacuated, they may as well use some Godzilla esque super weapon like a blackhole beam or some daft shit if it means the monster dies, especially if its some genocide mode creature like Vaccineman or the Underground King.
Blast is most likely a non-existent hero to keep the other heroes in line. Probably a last ditch effort of the association's part to make sure no one revolts; they're banking on the other heroes being afraid of an unknown who is stronger than they are.
