Well I guess I was way off. They're just teams of super-powered teens based in those cities fighting some aliens called UNKNOWN. It still sounds unimpressive, and I'll still probably watch it.
Seems these "multimedia projects" where instead of adapting an LN they release the anime, LN, usually a game or two, and manga all around the same time are becoming more and more popular. I guess it's at least a change of pace from the same old tired web novel to LN to anime adaptation formula.
