Saban's licensing agreement with Toei most likely doesn't give them distribution rights for the Japanese audio. Besides, the show has been re-cut to same extent, so the audio wouldn't match anyway.

They're on their way out. And doing things like localizing Smile Precure with zero marketing, zero advertising, and zero merchandising doesn't help and only paints them as a bunch of suicidal lunatics that love wasting money.
That said, Glitter Force isn't that bad for a dub. It could be better, but it's the best you're going to expect in a post-funimation era.
