I don't understand Moeka in the anime. Or more accurately, Okabe's interactions with her.I get that he is a clueless idiot caught up in his own delusions while actually living them, and that he is supposed to be paralysed with fear from the texts to the point of inaction and wilful ignorance.
But... when he learns that Moeka is a SERN agent... why does he continue to care for or be polite to her? They barely interacted, and the moment she got what she wanted from him she disappeared. She only initiated contact with him to sabotage the Future Gadget Club.
I understand that Moeka might not have been a bad person, but ALL of his interactions with her were negative. She nagged him incessantly, she stalked him, she lied to and used him, and he watched her kill his friend.
So for somebody who is so traumatized over hurting his friends by retracting their wishes, and so shattered over the repeated death(s?) of Mayuri... why is he so struck by her death and later still willing to give her a pin and invite her up.
I mean, like I said, she may have been a good person and he may have known that, but as far as his experiences and memories were concerned she was the living manifestation of his worst nightmare.

The anime cut the her dying apology scene which helped him contextualize her behavior and cool his anger towards her. The incident in the VN with Nae (also cut from the anime) made Okabe realize just how twisted some people can become as a result of convergence, not being a bad person at heart, but instead "fate" causing them to do bad actions.
So he's able to let go of blaming her for Mayuri's deaths, because he is able to recognize that Moeka is just another victim of fate. The particular mechanism that kills Mayuri isn't as important to Okabe as the fact that she's doomed to die by the world's laws.
After that, she's just a strange, lonely girl to him. Why not try to help her out?
