Yeah. It seems like the experiment was recent and he killed lots of clones quickly - or rather lots of clones did themselves in by attacking him with various weapons. Didn't most of the clone experiments take place inside? Wasn't the clone Mikoto met the first one outside?
That leads me to believe most of the Sisters died quickly and relatively painlessly until he snapped. Maybe seeing them outside made them seem more human so he tried to scare them even more.
Also, killing a bunch quickly furthers the narrative it knocked a few of his screws loose. I don't see him being that creepy alleyway Accelerator the whole experiment.

If the experiment was pretty recent, it does cut out a lot of the "loledgyrapecannibalism" theories. It's still terrible and it shouldn't have been allowed, but he wouldn't have realistically had time to go full sadist and ~~~~enjoy~~~~ it if he was killing off lots of them at once in a lab for most of the experiment
