Yeah, the second track was available during the broadcast on TV. They just have to press a button on the remote to switch between audio tracks. Where I live, we also have some channels that use the second track to vocalize subtitles for people that have difficulty reading them.

From what I remember it's because in the Dayon and Dekapan going north episode they have black outlines until they crash, then the outlines suddenly change to blue.

Ichimatsu is passive aggressive, reactionary, and avoident when concerning Karamatsu. He hates him but he seems to want to avoid him when he can so I have no idea where you get the idea that Ichi "wants" him in any way shape or form(unless you're honestly taking that one poster as a basis for literally everything, in which case wow)
Karamatsu seems to tolerate his actions patiently, but that doesn't remotely make him the wilting, shrinking, doormat that ichikara fandom likes to portray him as, especially considering that one of his key character traits is his ridiculous self confidence and passion and in canon he takes the lead when he's dealing with someone romantically as episode 10 can attest to.
