Depends on how the show does it.
Some SoL shows take a long time for you to become attached to the characters since there is usually little to no melodrama for you to connect with (Hidamari Sketch, Shirokuma Cafe, and K-On! for example).
However other shows that generally have more suffering/drama helps connect you to the characters faster. Serial Experiments Lain was only 13 episodes yet I felt more attached to Lain than 95% of anime characters.
