It isn't just losing. Yamcha getting blown up by a Saibaman wasn't jobbing, but Vegeta getting his shit pushed in by Frieza was. Jobbing is specifically when the character loses to show how powerful another character is (usually a villain that the hero is going to have to face). Generally, it isn't jobbing unless the character is built up as if they're a serious fighter only to then get knocked down by the real threat. A jobber is a character that does this a lot. Vegeta is a perfect example because he has lots of minor victories to show that he's a credible fighter and his strength is always talked up, but he gets wiped out by every major villain before the real heroes can get there.
You can also have villains job to make the hero look good. See: Nappa and the Ginyu force.

When Roman Reigns beat Sheamus at the Main Event of Raw Sheamus was jobbing but that doesn't make him a jobber because he is a Heel and Heels are supposed to lose. If Roman Reigns squashes a Dolph Ziggler in a house show that's still jobbing and he is a jobber because he is supposed to make him look good. Therefore Obito losing at the end to Naruto does not make him a jobber.
That's why I say that jobbing and jobber do not translate well into anime, your definition isn't fully equal to the actual definition of the word.
