It seems strange that they did it there given that they then put gloves over their magically beautified nails. The reason is that the henshin pens were sold as nail varnish applicators. It's pure delicious marketing.
As for why it hasn't been repeated I guess they've been busy coming up with other gimmicks to sell toys.
Because the "muh purity" mentality has made any kind of femininity such as make-up absolutely HARAM.
Sailor Moon is one massive exception from this trend. The girls are basically filthy whores by otaku standards.
I think that anime girls in general should wear nailpolish and acrylic nails way more often. It's unrealistic that you never see them anywhere. They look great, too.
