I think the reason it doesn't have a S2 is because in the next LNs after the anime, a lot of the "main cast" disappear and a lot,A LOT, of new characters are introduced.
The "main cast" besides Saru are lucky to get 10 paragraphs of dialogue, usually about a new problem arising or them worrying about Saru.
The only reoccuring character is Goemon because of the servant/master relationship, but she usually only shows up to save Saru in a pinch or adds a line or two of dialogue during the "planning for war" phase.
