The difference is the context. Tamako Market came when Kyoani was still almighty, and besides Nichijou everything they did back then was gold.
Now the last thing they need is a shitty LN chuni harem. They need something solid to adapt and renew the faith. Tamako, KnK and Amagi were all mediocre at best. Euphonium was an exception.
Actually I could bet that, if Hibike would have been broadcasted in Kyoani's golden years, it would have sold much better. And just because Kyoani was the cutie of the town those years.
This "Phantom World" seems just like a filler series for me. Maybe they're earning more money with their mediocre LN system, but they're losing something even more precious: Trust.
