Just compare this from FMA 2003, to the dull stretched out padding heavy animation of its 2009 counterpart. Even the colors have lost their vivacity and there's no sense of perspective to extract from them, characters are animated on lifeless backgrounds like in front of a blue screen.
They took away the intensity from anime and now you're better off reading the manga and imagining fast paced action on your own.

The early 2000s had plenty of poorly animated shit though, if anything it might be one of the worst periods for anime because of the transition from traditional animation to digital.
