It's very weird that if you ask an anime studio to make a 3D anime cutscene for a video game, you'll get something with very competent cel shading to give it an almost 2D look, generally fluid, constant motion, generally looks really good barring some odd things(e.g. the difference in FPS between Kiria and the audience, who have much more "fluid" movement, in her concert video).
But you look at the vast majority of 3D anime and it's all janky. Everything has stiff motion and occasionally characters just seize up(instead of slowly moving their shoulders and chest like they're breathing), like they're just mimicking how motion looks like in 2D anime, unflattering angles making it look like an early 90s animation, etc. Even movies like "Expelled from Paradise" suffered from this occasionally.
