I don't think it will flop but I also don't think it'll be that popular. Fans of the games will watch it, and probably people that couldn't be bothered to play the games but were interested in the 'plot' will give it a shot.
I'm pretty interested in it myself. I wonder if they will adapt from the games or from the manga - or both.

It's not like I didn't like the game, the part with Phoenix and Luke was good. My problem is that not only he gets belittled during the trials, but at the end of the game he is told that they weren't needed, they just happened to be there, while Layton was a necessary part of the plan.
I felt really bad about him, he gets bullied in his own game but they go really far there.
In other things, that gimmick with the villagers emotions was underdeveloped. It could have been more interesting if they didn't scream when noticing a contradicting fact.

It's not impossible for a studio to work on two shows at the same time (or at the least release two shows it worked on in the same season). For example, in this season, Bones released Noragami and ConRevo. Spring season had Kekkai Sensen and Show By Rock!!. Summer was only Akagai no Shirayuki-hime (and its second cours will be the upcoming Winter 2015/2016 season).
Spring 2016 could still be Bones, even if they're going to release ConRevo 2nd season/cours. Although since they're also working on My Hero Academia, Mob Psycho 100, and most likely Show By Rock!! season 2, plus perhaps a new season of Psycho Pass (or was that refuted?), they really look extremely busy.
