It's likely to be a mistake made by the magazine. They fucked up Euphonium staff list a lot too.
Since many shows these days have episodic chief AD, magazines started to list them along with AD.
But KyoAni only uses 1 chief AD per show, the magazine probably mistakenly listed Kakuda, who's likely to be the assistant AD, as the chief AD.
That said, the list is still strange as fuck.
