Given that DBZ pretty much wrote the book on Shounen, why do so few series actually reach the kind of scale it was well known for?
In almost every shounen series afterwards, the scale is much lower. The characters can often do very powerful things, but there's none of the "punches send people flying for miles, half the cast can blow up mountains with ease, and shoot laser beams that leave marks on earth visible from fucking space" aspect. Hell, very few anime, manga, or light novels ever each that kind of scale.
I mean, if you're gonna give me a series about people fighting with mediocre writing, at least go full ridiculous/chuuni and make the characters overpowered as fuck. That can be entertaining when done right, much more than badly-written drama that plagues modern shounen and action light novels.
For fuck's sake, the best shounen-style fight in recent memory wasn't even from a goddamn anime or manga.

That's one of the aspects everyone remembers about it though.
I remember being a kid and watching my brother and his friends play Budokai 3, seeing those super moves make fucking nuclear explosions on the earth blew my mind when I first saw it.

There's nothing saying you can't have the characters START at that scale from the beginning. Skip all the powerlevel bullshit and start ridiculous from chapter one.

uhm, I admit my statement can be deceiving, I'll try to be more clear.
basically, if you put the power on a very big scale,it's easier to make it revolve around raw power. interesting exploits usually fail because they are not simply enough to fullfill such destructive power. if you lower it instead, you get to play around more mechanics (environment, wheater and so on) otherwise ignored if put in a bigger scale

Not necessarily, it's not power as much as it's power inequality. Nearly all of the fights in DBZ were one-sided because the story was about striving for power and who managed to increase theirs more.
