How long does it take to be able to read manga/watch anime without subs?

Is it possible to get to some level of spoken Japanese off just kana and English?
I don't really feel enthusiastic about studying kanji at least as long as I still have to keep all the university stuff in my memory.

You should start with kids stuff. It's good practice.
If you van understand some basic Japanese, kids anime is fine, but probably still above your level. You can find all sorts of videos on Youtube from actual Japanese childrens' shows like PythagoraSwitch or Okaasan to Issho. As long as that kind of thing isn't maddening to you, I suggest you start there.
