Gil is just there to literally job against the Shadow and establish it as the biggest threat in F/SN's story in a clear appealing way for the reader to understand. That fight scene is otherwise meaningless for the development of HF.

CCC shows him far smarter than in UBW.
He is noted to be very smart, but due to being incarnated in F/SN, he's confirmed to be more reckless and arrogant/stupid than normal. CCC is referred to the true Gilgamesh, uncorrupted by the era.
Man, if you think "Well he's just a dumb fuck after all, if you expected anything else then you didn't know him" then its probably you that didn't understand him at all.
Although even in his uncorrupted self, he's still pretty arrogant and strange at times for sure. At least his CCC self shows he's pretty good at looking ahead, understanding the big picture, and predicting people when he's serious.
Because of this, he manages to show off some pretty good chess skills at one point in the game.
Zero was also uncorrupted Gilgamesh by the way, it was mainly just F/SN where he was more reckless than normal. You see his intelligence pretty clearly in Zero when he tempts Kotomine slowly.

He's very good at chess, and was good at ruling people until he grew into an adult.
When he became an adult he saw a vision of the end of humanity, and realized that he had to try to prevent that shit, thus his methods became more extreme in a way that maybe wouldn't really favor results. He's all about results since the ends justify the means, but its not ever really stated his methods will yield good crops, considering it didn't the first time around.
Even though he saw the future, if the future said that his methods suck and won't work, he'll still brush it off as "Pfft, no way, I'm great surely".
As a child he was a very wise ruler, and as an adult he always worried about some long distant era, and how to prevent it. His personality also became more extreme due to his loneliness as noted in CCC. Which caused him to act out a lot, because no one could understand him or something.
It was only after obtaining the herb of immortality and losing it though, that he obtained true wisdom.
Was Gilgamesh actually corrupted by the grail ?

No, its entirely noted he's incarnated after the fourth war, he's effectively human.
Also its kind of foolish when people think he's maintained by children in the first place. He is incarnated, he doesn't need mana for anything, he has a real flesh and blood body. No matter what they did he wasn't going to poof away.
The children were more Kotomine's side project that he did over the ten years. He gave Gilgamesh the results of this project right before the fifth war, since despite being human, GIlgamesh would need mana from some outside source if he wanted to use Ea this war.
GoB requires no real mana cost, but Ea does.
Also its noted that Gilgamesh spent the entire time inbetween wars in child form, just kind of traveling around. He wasn't ever miserable, he wasn't sick of the world so much, his child form is a real optimist if anything. The potion wore off right before the war, and he decided to take part in the next war.
Gilgamesh and child Gilgamesh can't really agree on anything.

Still Kotomine is practical, so he used it to get some results for the hell of it. He managed to squeeze out enough mana to power up the king a bit at least.
Ten years living in the human world, Gilgamesh's mana levels might not be any higher than a human's perhaps. Although he probably has something in his vault that could restore his MP instantly according to himself. Which is even more reason why basement kids was really more just for fun on Kotomine's part.
