In her Origin form she becomes capable of feats like moving faster than light and the reversal of time. She can reduce the distance from the Horsehead Nebula back to the original galaxy to zero to instantly cross the distance.
Also, she wields the mirror that has been named the Eightfold Blessings of Amaterasu on the Weight Stone under the Sunlit Watery Heavens. Yeah, I copy pasted the name.
Anyway, in it's "nerfed" form it gives Tamamo unlimited mana source for a limited time.

Inflicting high damage over the area of an army is much worse than inlflictic MUCH HIGHER damage to a single target, usually with a form of attack that they're specifically weak to.
Widespread damage is shit in the Grail War when at most, in the rarest of possible circumstances, you would need to deal extremely high damage to only 6 other targets.

Gods don't fit into the Servant system cleanly. Minor gods can be summoned, but usually do poorly. Euryale and Stheno are goddesses for example, but canonically can't fight worth shit, while Medusa had to be filtered through the corrupt Fuyuki Grail as a monster.
Major deities on the other hand, have to be summoned in a weaker form. Miss Orion for example, is actually Artemis, but got summoned under Orion's name instead for reasons. (Orion being her bear.) The only two exceptions known to this are Saviour in Extra being Buddha, and Beatrice wielding the Thor Servant Card.
