Blast fights completely naked because his clothes get destroyed anyway. But he also kills the light around him so he can't be seen.
He was actually at the S class meeting but nobody saw him. He decided not to bother with the shitshow afterwards because there was nothing left to save and none of the heroes were having any trouble anyway. In the Garou fight, a bunch of weakened heroes were around and he couldn't do anything without risking killing them.
