So, with Shirazu blow Noro up with that flurry of Ukaku shots, Urie blitzed in and beheaded Noro. Noro, busy healing from the Ukaku damage, couldn't regenerate or focus his attentions to the decapitation delivered by Urie.

I think that Kaneki will work as a double agent with his own agenda and "join" Aogiri on behalf of the CCG using the "Operation Mask" as an excuse. If he can pretend to be "Haise" around the CCG and "Kaneki" around Aogiri, he might actually be able to pull it off and blend in with both parties, with the ultimate goal of using them to free Hinami.
If Eto really wants Kaneki to join, I'm sure she'd be willing to let him join under a close watch. Whether or not the CCG would trust him to work undercover would be a different thing though, but if they OK'd operation mask then it's a possibility for him and the Q's.
It will probably lead to Kaneki using his CCG credentials to aid Aogiri in breaking into the prison for a second time.
If Kaneki truly has his memories back, I'm pretty sure he'd go to any length to save Hinami, which is basically his beloved little sister.
It's a bit of a stretch, but there's no better way of forcing someone like Kaneki to become an accomplice to Aogiri than to hold hostage someone he cares about deeply, without actually being the ones to blame for holding her hostage. The only realistic way Kaneki could EVER break Hinami out is by cooperating with Aogiri which has had experience breaking into Cochlea before, If she wants Kaneki but he doesn't want to join, this would be the best way to force his hand. Have him come to her for help fixing "Haise's" mistake.
