Well, Super Perfect Cell is stronger than Golden Frieza and SSGSS Goku/Vegeta, Beerus and Whis in that DBZ Mobage. Granted, there are multiple versions of each character, but as of right now, 2 different Super Perfect Cells and Broly are the sole members of the highest tier.
