Are we to the point where it's becoming advisable to get some series in 1080p since they are mastered above 720p or are we still basically in the situation where for TV anime there's no point to 1080p?

Depends on the studio. You can also check anibin.blogpost.

Some studios recently like JC.Staff and KyoAni has they animation scanned above 720p. So getting a 1080p copy is worth it for archival.

We've been at that point since at least 2012: http://blisswater.info/regarding-crunchyroll-and-1080p-streaming/ (note: CR has improved a bit since this was written)
anibin posts a list of what anime are >720p every season.
General rule for Horriblesubs: if it's Funi, download 1080p, period. The Funi 720p files are literally fucked up downscales of the anime which they always receive from the studio at >720p, regardless of what the anime is "mastered at." If it's CR, download 1080p if it's listed on anibin as >720p.

Just sayin', the DL numbers don't lie. Most people these days are downloading HS and, amusingly, still downloading the 720p versions of >720p anime.
MadVR takes care of HS's banding issues and any other artifacts aren't really noticeable in motion unless you actively look for them like an autist instead of, you know, just watching the fucking anime.

Also, waifu2x is extremely successful at removing HS screenshot artifacts. For some reason Yuru Yuri this season has been especially artifacty and waifu2x cleans up YrYr screenshots real nice like with NR on medium.

We're in a weird spot where quite a lot of shows are at 900p or something, which makes 720p downscales and 1080p upscales, neither of which are desirable. I don't really see much of a difference when I run 720p and 1080p versions through MPC player, so generally go for the 720p.

A lot of the horriblesubs torrents seem to have bitrate/encode problems in detailed or fast scenes. The seraph OP in 720p has artifacts everywhere, and I normally don't notice that kind of thing.

If a show is drawn in 720p and is ripped from CR (Osomatsu-san, for example), is there any merit to downloading the 1080p? I'm only asking, since I'm assuming both the 1080p and 720p versions are encoded from the same (upscaled) 1080p source, so I would think that the 720p version then suffers more detail loss regardless of the original resolution it was drawn at.
