Dragonball Super is mostly animated for tv. Toei doesn't seem to have much interest in selling discs, especially if the report about no Blu-Ray fixes is correct, so they don't care about bad animation since they won't care about the sales of rewatch material/discs.
One Piece also has pretty poor animation.
