Touma already noted that nobody else would have kept him from despairing during the fight with High Priest. He did despair in NT13. Because he was so scared of magic gods he abandoned trying to save them and wanted to defeat them. He broke down and gave up without even trying. Misaka couldn't see this or even support him. She was too busy worrying about herself to think of Touma or what he was going through. Place Othinus in the same situation as Misaka in NT13 and the results would have been different and most likely HP would have changed just like Othinus. This should be obvious now with the shopping scene in NT14.
