I actually think Mirai is fluffier because, even though her hair doesn't have the same volume as Kumiko's, her hair is actually, well, fluffy, and is animated to show it, while Kumiko's hair doesn't bounce around or just move a lot.
That's why I think the girls from GuP and Amagami don't look good, because the studio won't add those frames that make fluffy hair actually fluffy and just have it sit stiffly in its place, even when the head moves, the hair is static.
