Actually no, he did finish. They were waiting for him to get better before releasing. I remember that V21 was initially set to come out in 2011. In fact the release was 2 months away when it first got delayed. I think only V22 was left incomplete and he left lots of notes and spoke to his editor frequently.
The anime shows a very rushed version of how he would've liked to end it. It cuts some of the details from the LN, like Louise and Siesta's ceasefire, Saito's promise to marry Louise, Louise getting drunk and making family plans. Their moment in the fountain, nude.
I'll be very upset if the LN doesn't end with Louise and Saito with their little family in their manor in Ornières.
